If I read this correctly, it seems that an "electronic receipt" can only be redeemed for an "valid permit and decal" at the Yuma Field Office. (I put the applicable sentence in bold.) If this is accurate, what's the advantage to using "Your Pass Now" for those needing a pass for a BLM area in Quartzsite or Havasu (or other)? What am I missing?

"Once purchased, you must print your permit receipt and exchange it at one of the following locations during normal business hours, excluding holidays, to receive a valid permit and decal(s):

• La Posa LTVA - Tyson Wash Contact Station, 9 a.m. – 4 p.m., daily, Sept 15 – Apr 15
• Imperial LTVA Contact Station, 9 a.m. – 4 p.m., daily
• Yuma Field Office, Mon-Fri, 8 a.m. – 4:30 p.m.

If you arrive after business hours, please park and establish your campsite at the LTVA. The following day you will need to proceed to one of the locations listed above to exchange your permit receipt and receive your official permit and decal(s). The Yuma Field Office, located at 7341 E. 30th Street in Yuma, Arizona, is the only location that will accept electronic receipts.

What you are missing is that, according to the paragraph you included from the BLM, there are three places where you can exchange the electronic permit for the official permit and decal, not just at the Yuma field office.  Seems to me one of those would be near enough to the other LTVAs that it wouldn't be a problem doing the exchange. 

The main advantage of paying online, at least for me, would be that I could pay with a credit card rather than having to pay by check.

(I know there are some BLM areas around Lake Havasu, but I've never heard of an LTVA around there...where is it?)

According to this site, "Once purchased, passes and permits can be downloaded or stored to a virtual wallet for immediate and future use, unless otherwise specified. Passes and permits are also emailed for those who want to print their pass."

So, the *virtual wallet* pass can ONLY be exchanged at the Yuma field office.  If you received your pass via email and PRINTED it out, you can exchange it at one of the three areas mentioned above.

That's located in the BLM area just south of Quartzsite on the west side of HWY 95 . So, coming from I-10 it would be a right hand turn. Coming from Yuma it would be a left hand turn. Any size rig can go there and turn around, if desired, to come right back out with no problem.
